Evan Kaplan
Chief Compliance and Privacy Officer
Evan Kaplan is a compliance professional with more than 20 years of specialized experience in public health insurance programs. Prior to joining ICL, Evan served as the inaugural Chief Compliance Officer and HIPAA Privacy Officer for JCCA, a New York nonprofit agency that addresses issues related to foster care, residential treatment, mental health, case management, and education. He developed the JCCA Compliance Program—establishing standards, controls, and policies pertaining to federal and state regulatory requirements.
Evan has led Compliance Departments that are attuned to operational activities across all organizational levels. He has served as the Chief Compliance Officer of Simplura Health Group, Chief Compliance Officer of AlphaCare of New York, and Assistant Vice President for Affinity Health Plan—where he also served as Corporate Secretary to its Board.
Prior to his experience in managed care, Evan worked as a Senior Consultant with Burns & Associates, where he advised several State Medicaid agencies. He is also a former Assistant Attorney General for the State of Georgia. He has received both a bachelor’s degree and a master’s of public health degree from Emory University and a J.D. from the Benjamin N. Cardozo School of Law.
